Kathy Moses joined Sellers Dorsey with over 25 years of experience in Medicaid health policy and public health, working extensively with states, managed care plans, providers, and other Medicaid stakeholders.  She is committed to driving health care system transformation for Medicaid populations, leveraging high-impact, cross-sector partnerships to bridge gaps in care and improve health outcomes for Medicaid members.

Kathy served as Senior Fellow at the Center for Health Care Strategies (CHCS), where she supported states’ implementation of innovative care models – often to address critical health related social needs, such as housing supports, food security and re-entry for justice-involved populations – and navigating the appropriate funding mechanisms.  She also focused on states’ efforts to support coverage of the non-clinical workforce – such as community health workers, peer supports, and doulas – into Medicaid payment strategies. Additionally, Kathy led technical assistance and learning collaboratives for Medicaid stakeholders, recently focusing on building cross-sector partnerships for health care and homeless service providers to improve care delivery and outcomes for people experiencing homelessness in California.  Notably, she also developed the Health Home Information Resource Center in coordination with CMS, supporting the design and implementation of Health Homes with over 25 states.

Kathy’s background is rooted in state leadership at the Indiana Office of Medicaid Policy and Planning. As Chronic Disease Director, she led a multi-stakeholder collaboration to build an innovative Medicaid chronic disease management program to improve health outcomes for adults with complex health and social needs and as state Chidren’s Health Insurance Program Director she oversaw the expansion of children’s health coverage, including eligibility and access to care, and was responsible for a $100M annual budget. She also served with the Indiana Department of Health, coordinating the state’s Behavioral Health Risk Factor Surveillance Survey for the Centers for Disease Control and Prevention.
