Rusty Walker comes to Sellers Dorsey from the Center for Medicare and Medicaid Innovation, where he served as the Director of the Division of Analysis and Networks. There, his responsibilities included direction and coordination of data analytics and strategies to address gaps in recruitment of model participants, beneficiary access and experience, and health disparities within target populations. Rusty also oversaw operations of the Health Care Payment Learning and Action Network, a partnership of public and private stakeholders devoted to advancing delivery system reform and value-based care in the health care industry. Prior to that, he served as Director of the Office of Value-Based Purchasing for the Virginia Department of Medical Assistance Services, where he oversaw the design, implementation, and execution of Virginia’s early value-based purchasing arrangements. Rusty also has extensive Medicare and Medicaid payment and delivery system reform experience through prior roles with the U.S. Office of Management and Budget (OMB), Government Accountability Office (GAO), and Avalere Health.
As Associate Director for National Medicaid Financing for the Virginia Practice at Sellers Dorsey, Rusty provides direct client consulting services in the areas of Medicaid financing, policy, strategy, and management. Rusty leverages his over 15 years of experience in payment, delivery system reform, and value-based care policy at both the Federal and State level; training; and expertise to achieve outstanding results for Sellers Dorsey’s clients. His breadth of experience will be applied to strengthening the Medicaid program by supporting providers, plans and states in enhancing services to recipients.
