With over 15 years of experience in Medicaid policy, healthcare systems engineering, and data analytics, Phil is an experienced leader with a diverse professional background. Recently, he served as Chief Financial Officer and Deputy Administrator for Finance and Administration at the Division of Health Care Finance and Policy (Medicaid) for the State of Nevada, managing a $7 billion annual budget, including oversight of reimbursement rates and various payment policies to providers and payors. Of note, he managed payment programs across more than 50 different provider types covering 16,000 providers including base rates and supplemental payments. Additionally, Phil founded and led BDC Strategy and Research, providing research and healthcare systems engineering services for healthcare organizations. His deep knowledge in payment policy, public-private partnerships, and quality measurement will be invaluable in driving our mission to support clients in delivering impactful healthcare solutions.
