On July 14, 2025, the U.S. Department of Health and Human Services (HHS) submitted a notice to the Federal Register revising its interpretation of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA). This revised guidance expands the definition of “Federal public benefits,” making non-citizens who are not qualified aliens ineligible for a broader range of HHS programs.

This change is effective immediately, with a 30-day public comment period ending August 13, 2025.
