Sellers Dorsey Welcomes Phil Burrell, MHA, M.Eng, as Managing Director of Healthcare Finance and Quality

Sellers Dorsey is proud to welcome Phil Burrell, MHA, M.Eng., as Managing Director of Healthcare Finance and Quality. In this role, Phil will lead and expand our Medicaid financing and quality strategies, supporting clients across the country in strengthening healthcare access, delivery, and outcomes.

Phil is a seasoned Medicaid finance leader with more than 15 years of experience in healthcare systems engineering, policy, and data analytics. Previously, he served as Chief Financial Officer and Deputy Administrator for Finance and Administration at the Division of Health Care Finance and Policy (Medicaid) for the State of Nevada, managing a $7 billion annual budget, including oversight of budgets, contracts, reimbursement rates, and payments to providers and Medicaid managed care organizations.

Phil also founded and led BDC Strategy and Research, where he advised organizations with healthcare systems engineering and research strategies. His deep expertise in payment policy, public-private partnerships, and quality measurement supports our mission to help clients deliver impactful, sustainable healthcare solutions.

Phil is currently pursuing a PhD in Population Health Sciences, Health Policy from Thomas Jefferson University. Additionally, he has earned a Master of Engineering in Healthcare Systems Engineering from Lehigh University, and a Master of Healthcare Administration from Texas State University. He also earned his BA in Business Administration from Trinity University.
