Yet the future of Section 1115 waivers face several challenges including uneven quality limited long-term outcome data, and state capacity to manage complex reporting and analysis.
Plus, recent federal policy changes, including tighter CMS approval standards and new statutory budget-neutrality rules under H.R.1, raise the threshold for approval and renewal and may slow future waiver activity.
