Oral Health as Whole Person Care: Expanding Access for Individuals with Cognitive Impairments

Children and adults with intellectual and developmental disabilities (IDD) often encounter barriers to routine oral health care. Sensory sensitivities, anxiety, and behavioral challenges can make dental visits difficult, sometimes requiring general anesthesia. This increases clinical risk and costs, and limits where care can be provided.
As a result, preventive care is often delayed or missed, leading to poorer oral health and affecting overall health outcomes. This session will focus on practical ways to make oral health a core part of whole-person care and highlight strategies to improve access for individuals with cognitive impairments.

Where HCBS Meets Child Welfare: Building Integrated Community Supports for Children and Families

Children and youth involved with or at risk of entering the child welfare system often have complex behavioral health, developmental, and medical needs that overlap with home and community-based services (HCBS) and long-term services and supports (LTSS). However, these systems are not always coordinated, which can lead to fragmented care for children and families.
This interactive panel will bring together HCBS providers, state partners, and national experts to discuss how HCBS can better support children and families. Attendees will hear practical approaches to building integrated community supports and strengthening connections between HCBS and child welfare systems.

Improving Access to Specialist Dementia Care to Manage LTSS Spend and Delay Nursing Home Placement

Unmanaged dementia care needs often lead to premature institutionalization, caregiver burnout, and rising costs within Medicaid long-term services and supports (LTSS). Without timely diagnosis and specialized support, individuals and caregivers face escalating needs that can result in avoidable nursing home placement.
This session will explore how specialized dementia care management and caregiver support can improve health outcomes and help states and health plans manage LTSS spending. Leaders from Molina Healthcare, Isaac Health, and Sellers Dorsey will share real-world outcomes, discuss the CMS GUIDE (Guiding an Improved Dementia Experience) model, and highlight practical approaches to integrating dementia management for older adults with cognitive decline and individuals with IDD.
