Susan is an accomplished public health analyst with extensive experience in health policy and program evaluation. She supports the development of Sellers Dorsey’s value-based care products by conducting research to identify and map the contributions of healthcare policies, public health, and socioeconomic factors to patient outcomes, access to care, and cost-efficiency. She conducts systematic literature reviews and meta-analyses to distill and communicate findings in the following areas: healthcare quality measurement, health outcomes, health economics, healthcare workforce, public health and value-based healthcare models, and population health.

Before joining Sellers Dorsey, she led the policy surveillance and analysis portfolio for the Centers for Disease Control and Prevention (CDC)’s Viral Hepatitis Program, overseeing complex projects involving Medicare and Medicaid policies and state-level syringe service program and laboratory testing laws. Susan provided high-level strategic and technical assistance on policy analysis, legal epidemiology, and evaluation planning. She also worked at the Agency for Toxic Substances and Disease Registry (ATSDR), where she conducted systematic review and/or meta-analysis of environmental toxicology research into human health effects of chemical exposures and served as lead evaluator for the former Division of Toxicology and Human Health Sciences. Her work earned multiple CDC and ATSDR awards and contributed significantly to the agencies’ missions, including developing national surveys, authoring key policy briefs, and co-authoring a peer-reviewed study on Medicaid access to Hepatitis C treatment.
