Mike uses his legal and health care policy expertise to serve Sellers Dorsey. His experience in budgeting and management provides insight and support for clients. Mike currently oversees all of the Sellers Dorsey Illinois based initiatives.
Mike spent his recent years serving as Associate General Counsel at Illinois Finance Authority for the State’s issuer of public infrastructure tax exempt and taxable bonds. Prior to that role, he served as General Counsel for Family Health Network Inc., where he was the chief legal officer for Medicaid and Medicare managed care plans. Before serving as counsel, Mike spent several years working for the State of Illinois. Mike was the Associate Director, Healthcare Budgeting, at the Governor’s Office of Management and Budget, where he directed and coordinated over $20 billion in appropriation for state Medicaid and other health care programs. Before working at the Office of Management and Budget, Mike spent six years as an Administrator at the Department of Healthcare and Family Services (HFS) in the Division of Budget and Finance. In this role, he served as the chief financial manager for Illinois’ Medicaid agency and oversaw the agency’s $14 billion budget. Additionally, Mike provided legal expertise in the development of three hospital assessment plans, which generated over $6 billion in federal financial assistance to state hospitals and other Medicaid providers.
