An expert in methods of funding, Michael provides technical support to Sellers Dorsey’s Medicaid Financing Team. When it comes to Medicaid financing objectives, he assists state governments, local governments, and provider groups, and he helps secure funding for public programs. Michael excels, too, at evaluating and modeling provider assessments, budget neutrality calculations, certified public expenditures (CPEs), and upper payment limit (UPL) program calculations.
Michael has 33 years’ experience in Medicare and Medicaid healthcare reimbursement and budgeting. He began his healthcare finance career as an auditor with the Pennsylvania Department of the Auditor General. From there, Michael continued his career with Temple University Health System (TUHS) as Director of Health System Reimbursement and Budget, and he oversaw the Reimbursement Departments of all member organizations within TUHS. Michael also worked with Government Relations staff at TUHS, helping manage lobbying in Washington, DC and consulting for firms focused on maximizing federal and state revenues. He has been an active member of the Philadelphia chapter of the Healthcare Financial Management Association (HFMA) for over 33 years, during which he’s received the Follmer Bronze Award, Reeves Silver Award, Muncie Gold Award, and Founders Medal of Honor. Michael also served for six years as a board member of HFMA, co-chairman of the Reimbursement Committee, and member of various HFMA committees.
