Marty is the co-founder and CEO of Sellers Dorsey. With 30+ years’ experience in the public and private sectors, his novel healthcare approaches have impacted nationwide reforms at both state and federal levels, including the development of the groundbreaking universal healthcare program in Massachusetts. Before founding Sellers Dorsey, Marty also helped forge one of the largest state-based government relations firms in the country.
As co-partner of Sellers Dorsey, Brian Dorsey has worked to cultivate a firm that values both its clients and employees. He has a deep historical knowledge of the firm and offers council to help ensure the entire team is executing on the firm’s mission. Sellers Dorsey recognizes its culture as a prized asset and strength, and, as CCO, Brian guides the firm’s efforts to consciously invest in it as the firm grows so everyone can achieve their full potential and deliver optimal results for clients.
Donna Dorris joined Sellers Dorsey in 2009 as Chief Financial Officer. Donna is responsible for financial reporting, budgets and forecasts, tax planning, benefits administration, corporate compliance, and contract administration. She manages our administrative team, our facilities, and our information technology systems.
Christopher Labonte works with a team of business development and client servicing professionals to identify and secure new opportunities for the firm through the acquisition of new clients and the expansion of client work. His team develops and executes the firm’s business development pipeline, marketing strategies, and proposal development; Chris also helps guide the strategic planning and development of the firm’s National Consulting Practice.
Brian McGuckin, Vice President for Corporate Strategy, is responsible for the development and implementation of the firm’s corporate strategic plan, including aligning the plan with current market trends and federal/state policy changes. Brian also directs a number of Medicaid financing engagements, using the significant experience he has gained working with states, counties, hospitals, and nursing homes across the country over the almost 15 years Brian has been with the firm.
As a Senior Consultant for the Sellers Dorsey, Fran assists the team with state client engagements on a wide variety of complex issues relating to federal and state Medicaid statutes, regulations and policy. Fran also serves as the firm’s General Counsel providing advice on contracting, compliance, and on healthcare law and policy.
Bringing thirty years of Pennsylvania government experience to Sellers Dorsey, Ann provides our Harrisburg team with strategic guidance and leadership. On top of Medicaid funding, healthcare reimbursement, and health and human service policy, she is also well versed in PA’s budgeting process, governmental programs, and political acumen, making her an invaluable asset to clients.
Nancy ensures the delivery of contracts spanning fifteen states. Her Medicaid reimbursement experience has yielded clients at least $210 million in new federal Medicaid reimbursement in the last three years, and her expertise includes Medicaid financing, quantitative research, statistical analysis and UPL programs in managed care and fee-for-service.
Mark is responsible for the development and implementation of Sellers Dorsey’s national Medicaid financing business expansion strategy. Working with a team of financing and reimbursement experts, Mark identifies innovative initiatives that bring in additional healthcare resources for Sellers Dorsey clients.
Gary Jessee assists states, managed care organizations, service providers, and support vendors working within Medicaid. For 20+ years, he’s worked in health and human services at state and national levels, and his successful tenure in Texas state government comprises several leadership roles, including State Medicaid Director.
