Sellers Dorsey is excited to welcome Kathy Moses as Director of Consulting. Kathy brings more than 25 years of experience in Medicaid health policy and public health, with a career dedicated to advancing innovative, high-impact strategies for improving care delivery and outcomes for Medicaid populations. She has worked extensively with states, managed care organizations, providers, and a wide range of Medicaid stakeholders to drive meaningful health system transformation. 

Kathy joins the firm from the Center for Health Care Strategies (CHCS), where she served as Senior Fellow. In this role, she supported states in implementing forward-thinking care models designed to address critical health-related social needs, including housing supports, food security, and re-entry services for justice-involved individuals, while identifying and navigating the necessary funding pathways to sustain these programs. She also worked with states to advance coverage of the nonclinical workforce, such as community health workers, peer supports, and doulas, integrating these essential roles into Medicaid payment strategies.  

Additionally, Kathy led technical assistance efforts and learning collaboratives for Medicaid stakeholders nationwide, most recently focusing on cross-sector partnerships between healthcare and homeless service providers to improve outcomes for people experiencing homelessness in California. Prior to CHCS, Kathy’s career was rooted in state leadership, serving as the Chronic Disease Director at the Indiana Office of Medicaid Policy and Planning.
