About the Panel

Maintaining independence at home or in a community-based setting for older adults and individuals with disabilities comes with many obstacles, especially for the states, health plans, and families who support them. With provider shortages, inadequate payment structures, and limited training and career paths for home healthcare staff, these obstacles will continue to persist. Now, more than ever, it is crucial to create innovative solutions to strengthen the home health workforce so that states, health plans, and families are better equipped to help older adults and individuals with disabilities maintain their independence.

In this panel, Texas partners provide insights on their approach to stabilizing the home healthcare workforce by leveraging alternative payment methodologies (APMs). Based on Texas Health and Human Services Commission (HHSC) policies, Aetna Better Health (ABH) of Texas partnered with Outreach Health and Angels of Care to implement APMs that demonstrate valued services delivered by home health care staff while addressing workforce and family needs.
