On April 27, 2023, the Centers for Medicare & Medicaid Services (CMS) released for public inspection a notice of proposed rulemaking, “Medicaid Program; Ensuring Access to Medicaid Services.” The proposed rule was published in the Federal Register on May 3, 2023. The rule expands on CMS’ previous rulemaking around access to care, transparency, and HCBS quality of care.
