New Local Government Hospital Assessment The Commonwealth of Pennsylvania recently received CMS approval for a local government hospital assessment that will generate significant additional Federal Medicaid Revenue for Pennsylvania to support its Medicaid program. This local government assessment is the first CMS-approved assessment of its kind in the country.
Sellers Dorsey, as a consultant to the Commonwealth, worked very closely with the Commonwealth officials throughout the project.

New CHIPRA Grant A new Federal grant opportunity is now available to states for outreach and enrollment for eligible, but uninsured children into State Medicaid and CHIP programs. These grants will provide a total of approximately $80 million dollars in funding, broken into two cycles. Hidden Health Tax - Families USA Report Families USA, an advocacy group that focuses on high-quality, affordable healthcare for all Americans, recently released the report,"Hidden Health Tax: American's Pay a Premium".
The report focuses on the elevation
of private health care premium costs
due to costs of care for the uninsured that are not reimbursed.
In the press release, Executive Director of Families USA, was quoted, "As more people join the ranks of the uninsured, the hidden health tax is growing. That tax hits America's businesses and insured families hard in the pocketbook, and they therefore have a clear financial stake in expanding health coverage as part of health reform." Families USA worked with Milliman Inc., a collaborative partner of Sellers Dorsey to analyze this issue. Sellers Dorsey Senior Consultant, Mark Heit, worked with Milliman in this analysis and provided technical support on the relationship between Medicaid Disproportionate Share Hospital funding and uncompensated care costs.

| NASBO Fiscal Survey of the States Released The National Association of State Budget Directors (NASBO), in conjunction with the National Governor's Association (NGA), recently released the Fiscal Survey of the States Report. This report always gives a detailed and inclusive description of where states stand at this time of the year. The sections on Medicaid and health care expansions offer some valuable information and data on state Medicaid programs, efforts by states to contain costs, changes to state CHIP programs and efforts to expand coverage to the uninsured. Over the past year, Sellers Dorsey has played a role for our various state clients (many included in this report) to increase access to care, assist with strategies around cost containment and financing, as well as advise states on various aspects of their Medicaid programs. |
