State CHIPRA Outreach Grants

The Children's Health Insurance Program Reauthorization Act of 2009 (CHIPRA), which was signed by the President on February 4, 2009, provides $100 million in grants  for outreach and enrollment efforts designed to increase the enrollment and participation of eligible children in Medicaid and CHIP.  Of this amount, $80 million is allocated for grants to states and organizations.

On July 7, 2009, the US Department of Health and Human Services Secretary Kathleen Sebelius announced the availability of up to $40 million in grants in the first cycle of outreach funding for states and organizations that will be awarded by the Centers for Medicare & Medicaid Services (CMS). To apply for a grant, electronic applications must be submitted by August 6, 2009, along with mail applications due by August 10, 2009. 

Entities that may apply for a grant include:  

  •  A state;
  •  A local government;
  •  An Indian tribe or tribal consortium or other tribal organization;
  •  A federal health safety net organization;
  •  A national, state, local, or community-based public or nonprofit private organization, including those that use community health workers;
  •  A certified faith-based organization or consortium;
  •  An elementary or secondary school; or
  •  A consortium composed of two or more of these entities.

Outreach and enrollment grants are 100% federally funded with no matching contribution. State grantees, however, must comply with maintenance of effort requirements to ensure that the state share of funds for CHIP outreach and enrollment activities is not less than the State share of such funds expended in the fiscal year preceding the initial grant award year.
