Earlier this week the Massachusetts state legislature passed Governor Romney's proposal for comprehensive Medicaid and healthcare reform. This sweeping initiative seeks to extend affordable healthcare coverage to all citizens of the Commonwealth and eliminate the ranks of the uninsured. We believe this transformational plan will serve as a national model for states seeking Medicaid and healthcare reform.

Here are several of the most significant aspects of the Massachusetts healthcare reform program:

  • Targets coverage to the uninsured population, currently over 500,000 people
  • Extends access to healthcare for individuals with income up to 300% of the Federal Poverty Level (FPL) through a sliding-scale subsidy from the Commonwealth for private sector insurance products
  • Creates affordable insurance options for individuals with income in excess of 300% of the FPL
  • Eliminates the distortions in the coverage pool currently driving up healthcare costs by requiring all its citizens have insurance
  • Creates an "Exchange" where employers and employees can purchase insurance with pre-tax dollars
    Promotes private sector solutions and a "culture of insurance"
  • Contains healthcare costs and prevents individuals from needing "classic" Medicaid
  • Utilizes current state spending and federal Medicaid matching funds to offset the cost of expanded coverage thereby avoiding the need for significant additional state dollars
