A principal at Sellers Dorsey, Russ brings 20 years of healthcare financing, policy and administration experience to the firm.   Russ' practice focuses on business development and financing initiatives in Health Information Technology, payment reform and pharmaceutical markets. In his time with Sellers Dorsey, he has assisted private sector clients in fashioning new business and product development strategies, strategic alliances and government procurements. His client work has also included the design and negotiation of provider reimbursement methodologies, development and implementation of revenue maximization strategies and the design of comprehensive Medicaid reform proposals.

Prior to joining Sellers Dorsey, Russ served as Vice President in the Business Development Group for ACS Government Healthcare Solutions.  While there, he led development of state-based Health Information Technology (Electronic Health Records and Health Information Exchange) and Population Health markets working directly with government and commercial customers to develop and implement health projects designed to improve health outcomes, financial performance and technical infrastructure.

Before his work with ACS, Russ held key positions at the Wisconsin Division of Health Care Financing, most recently as Chief of the Hospital, Physician and Pharmacy Section in the state Medicaid program.  While with the state, he directed implementation of several complex hospital and pharmacy initiatives including a preferred drug list and supplemental rebate program and disproportionate share hospital (DSH) programs.  Russ previously worked as a healthcare budget and research analyst, legislative liaison, and administrator of human service organization.
