An expert in Medicaid policy and financing, Brian serves as the Director of Medicaid Financing at Sellers Dorsey. He leads revenue maximization projects and assists states, local governments and public healthcare providers in review of their Medicaid program financing.
Brian works closely with clients to achieve their Medicaid and healthcare reform objectives. He is skilled in developing and executing upper payment limit (UPL) and intergovernmental transfer (IGT) programs as well as certified public expenditures (CPEs) and provider assessments.
Most recently, he assisted the Commonwealth of Pennsylvania in expanding and extending their nursing home provider assessment, which provides the Commonwealth with over $300 million annually for nursing home rates.
