As a provider of healthcare solutions for over 15 years, Scotty provides the clients of Sellers Dorsey with the benefit of his knowledge and experience in Medicaid policy, particularly with regard to disproportionate share hospital (DSH) funding and upper payment limit (UPL) programs. An expert in rate setting and reimbursement, he is well -versed in federal and state health policy issues and has spent more than a decade drafting and negotiating State Plan Amendments.
A willing and active listener, Scotty successfully models original solutions driven by his dedicated "win-win" approach. Most recently, his recommendations and subsequent changes in UPL reimbursement methodology for Texas' rural hospitals effectively increased Medicaid funding - delivering $40 million annually.
Prior to joining Sellers Dorsey, Scotty served in several positions for the Texas Health and Human Services Commission.
