Matt provides policy analysis and technical support for all Sellers Dorsey engagements. He assists state governments with revenue maximization and Medicaid reform projects. He specializes in evaluating/modeling provider assessments, performing budget neutrality calculations and designing certified public expenditure (CPE) & upper payment limit (UPL) programs with the goal of optimizing revenue streams.
Matt's technical expertise obtained approval for several projects by the Centers for Medicare and Medicaid Services; these approvals included the procurement of increased Medicaid payments for three public academic medical centers in Pennsylvania. In addition, he played a key role in the development of state plan amendments and public notices. He also provides client management support and maintains the firm's various databases.
Prior to joining Sellers Dorsey, Mr. Bucknell worked four years for American Education Services/Pennsylvania Higher Education Assistance (AES/PHEAA), one of the nation's largest full-service financial aid organizations. As a database administrator for the Reinsurance Department, he was responsible for overseeing numerous databases involving quality assurance, paid claims, employee tracking and various department statistics.
